Our church wants to install a toilet. The church is open 24/7 365 days of the year. Our recreational ground is nearby and does not have toilet facilities. The intention is that church toilet will be used by the general public.

The church PCC has asked the Parish Council for a donation towards the installation costs. Can the Parish Council use S137 in order to make a donation?

It sounds as if that would fall under the Public Health Act 1936, s.87 which gives parish councils a power to provide public toilets, so you should not need to use section 137.
