Parish meeting?

So would the public health act be the same for parish meetings or must we go back on 133 via the RDC

Given that a parish meeting can exercise any of the powers of a parish council on application to the district council, I would assume that you need agreement from the district council.  Either on the specific power or on a general collection of powers.
