Approx 9 years ago I bought a new build next to what was to be a landscaped area, this was a condition of planning permission for the estate.  Now the parish council chairman has decided he doesn't want this and has accepted monies from the builders on condition that the area is left as it is.  (A drink and druggie area).  Is this legal on his part?

Parish councils do not have planning powers, so it looks to be a matter for the planning authority - usually the district council.  It would be worth asking the planning authority to confirm the condition, and then to request them to enforce it.

There may be an issue about the deal with the chairman, but without knowing the full details, it would be dangerous to venture an opinion.
