Our parish meeting wishes to raise its precept to pay an annual grant to the village hall to ensure that it's fixed costs are covered and the village hall which is the village social hub may have a sound continuity .

fixed costs cover insurance,continued supply of services, maintainance, basic unoccupied heating.

Probably.  If you had a parish council, the answer would be yes.  The position of a parish meeting (where there is no parish council) does depend on what powers have been granted by the district council, but they would most likely include the power to support a village hall.  If you want to be certain, consult your district council.
