This is causing a lot of conflict in the village. A property is taking up a corner and about 30cms by 30m of edge of highway by building up a concrete verge, with the blessing of Highways. Do we have any powers to formally object?

Consent of parish council required
for ending maintenance of highway
at public expense, or for stopping up
or diversion of highway

I'm afraid I don't know, but the answer may well be academic. The parish council can press the highways authority as far as possible, but if the highways authority persists then the only way to go further would be the High Court. That is nearly always prohibitively expensive for all but the most important issues.
