If both the clerk and cllrs are emailed by a resident to submit an agenda item, which follows thats councils Standing Orders, can either ignore Standing Orders and if they can't, what can be done?

A resident doesn't have a right to demand that something be on the agenda, although a council would normally want to consider a matter that was of local concern.

A councillor can request the clerk to add an item to the agenda, and subject to minor corrections, the request should be accepted.
