At a recent Parish Council Meeting, I proposed a motion which was seconded by a fellow Councillor.  It was clear that the Chairman did not agree and he refused to allow a vote.  Is this allowed?

Depends what the motion was in respect of. If it was an amendment to a motion on the agenda then a vote must be taken. If it was on a matter not on the agenda then yes a vote can be refused and the motion placed on a future agenda giving all councillors time to examine the motion before discussion and voting.
