If it is an agenda item then you can propose ( and have seconded) an amendment to that motion during debate. It must not be a new motion on the original motion.
Once debated ( the amendment) then the chair should call for a vote whether the amendment is carried or not. The final motion including any carried amendments are then voted on and the motion( including successful amendment) is carried or fails. It's called democracy

Can you confirm this is Section 106 of the Town & Country Planning Act 1990? If so this will be a legal agreement drawn up by the Principal Authority which will direct how monies provided by the developer will be spent.  Accordingly, what were you seeking to vote on?
