I understood that as there had already been a vote to put someone into the position of Mayor elect that the confirmation of this at the Annual Meeting of the Town Council was just procedural. Is this the case or can another candidate be put forward at the the meeting?

The chairman of a parish council (who is also given the title mayor if a council has chosen to be a town) automatically retires at the annual meeting when his successor is chosen. This must be the first item of business at the annual meeting of the council. No prior vote can preempt this. Many councils try to prepare for the election of chairman at the annual meeting by some form of succession planning, but the vote at the annual meeting is still the key event.
