I am a parish councillor. our AGM is the same day as the elections - 6th May. I am on Election duty and cannot attend the AGM, can I vote for Chair etc. by proxy?

If you are talking about the council annual meeting and the routine elections that occur once every four years, the meeting cannot take place on that date. The law requires the meeting in an election year to take place after elected councillors take office.

If you are talking about the annual parish meeting, then that doesn't apply.

In both cases there is no provision for proxy voting.
