Want to send a letter to Chief Planning Officer at local Borough Council, but the Planning Officer was unable/unwilling to provide name and job title.  Cannot find anything on their website that shows the responsibility and chain of command ladder, no names of any officers, nothing which shows who is actually in overall responsibility for staff below them.  How can I find this?

It seems common for councils to not provide details of the names of senior officers. You should be able to identify the name of the department, though, and write to the head of department.  That should get a response, and if you are not satisfied you can either ask to escalate the matter if you think you have not reached the top, or use the council's formal complaints procedure - there must be one.
