My PC pays cllrs an allowance and an 'additional amount' of £40/year which I think has previously been described as expenses.

The allowance is calculated by the amount of meeting cllrs attend and is tax like income which I believe to be correct. However this additional amount of £40 for expenses is also put on top and treated the same way which I do not believe to be correct.

How does the annual amount for cllrs expenses work and where does the amount come from?

Surely the expenses amount is not income and therefor not taxable?

A payment that is not supported by details of actual expenses would have to be an allowance.
