No.  The clerk has a limited role in rejecting proposals that are unclear or unlawful (a council may not discuss matters wholly outside its jurisdiction).  The clerk should also consult with the chairman about how best to construct the agenda in order to expediate business.  But the chairman has no right to excludee a proposal.
