The Parish Clerk is unqualified and despite the Council paying for him to have CiLCA training this appears to have come to a halt. There have been two excuses. The Council does not deal with the contents of a particular module and when his computer crashed he lost 36 essays. As you know, there are no essays as such. However in a later conversation he said that he backed up everything!

 

What can the Council do about this if anything?

It should not be necessary to have personal experience of every aspect of the training topics.  And it is possible to pass without achieving 100%.

This appears to be a performance appraisal matter.
