Not necessarily. The council should agree what contact there is to be between the public and the clerk. If there is a separate office for the clerk, the normally members of the public would be able to enter to see the clerk. There is no absolute right of entry, so circumstances could arise where entry would be refused. If the office is part of the clerk's home, then the council must set the terms of access in a way that recognises the reasonable right to a private life for the clerk.
