Is it legal for a town council to enter a partnership with a local developer to support land purchase

It may well be, but the best way to pursue this would be to ask the town council what is its statutory basis for the partnership.  Any local council can only act according to powers granted to it by legislation, although this is now extended by the principle of "general competency".   Ask the council what power it is using to enter into the partnership.
