I don't know of one.
If the electorate is under 151 and the parish meeting resolves that it wishes there to be a parish council, the district council has discretion to decide the matter. So you can ask the district council to create a parish council if you want to.
Not being a corporation, a parish meeting is unable to own property or to sue or be sued. But it can administer allotments, and any function of a parish council may on appplication be conferred on it by an order of the district council.
Seems another case for talking to the district council!
