The Council is planning to agree a lease for land adjacent to one of the properties of a charitable trust of which the Council is sole trustee.  What does it need to consider?  In particular how can it ensure that it carries out its duties as sole trustee?

Who are you leasing it to? The Charity?

If so it a fairly arrest forward lease agreement. You’ll have to have this formally drawn up anyway so speak with the solicitor about any specifics.
You do however need to be aware of any conflicts of interest and should perhaps consider these with the full council.
