Our PC comprises 7 members and 4 of these have recently resigned, to be replaced by Co-Opted members.

The PC has, in 2012, adopted the NALC Code of Practice , section 27 of the Localism Act2011.

Is the PC, with 60% co-opted councillors, still a legal entity and allowed to continue? Is there any way for the "Residents" to request a new election to gain a representative elected PC?

Yes, it is.

You may have missed the boat for an election.  When a councillor resigns, there must be a public notice giving the statutory period within which a poll can be requested.  If 10 or more electors ask for a poll, then one must be held.  But it sounds as if the time for that has gone by.
