Adoption of General Power of Competence

I don't believe this has been asked before, having looked at the previous Q&A's. Can a Council adopt the General Power of Competence   ( provided it meets the criteria) only in an Election year, or can it be adopted at any time ?

It can be adopted at the next annual meeting as soon as the criteria are met.

This ensures that as soon as the Clerk is qualified (a common limiting factor), that the council can take the power from the next municipal year.
