It has to be adopted at the ANNUAL PARISH/TOWN MEETING it can't be adopted at an ordinary meeting of the Council ? Is there legislation to demonstrate this please

Sorry, my mistake it can be declared at an ordinary meeting, providing it is an agenda item, but it must be reproved annually.
