Each Committee has its own Terms and Conditions and reports to the full Parish Council when it's Minutes are lodged at the bimonthly Parish Council Meetings.

Can a Parish Councillor discuss his objections to the decisions of these committtees at other, non-Parish Council, meetings when the comments are detrimental to the majority decision of the Parish Council?

No, a councillor is not bound to support decisions.  If he disagrees with a decision, there is nothing to stop him saying so and giving his reasons.  Neither is there anything to stop the majority of councillors saying why they think he is wrong!
