A Town council has a planning committee with DELAGATED powers and the quorum has been set at 2, the committee has 4 members, a meeting was called only two attended and voted themselves Char and Vice Chair, is this legal

It is lawful, but inadvisable.  If the quorum is 2 then a meeting with only two members present can be dominated by the chairman, since if the second member disagrees with the chairman, then the chairman can simply use their casting vote to decide the matter.  Hence, the committee is in the control of one person, which is not a healthy state of affairs.  So I would always that committees should have a quorum of not less than 3.
