before the approval of the minutes draft, a board member made a motion to remove a statement made by an other board member in the previous meeting, the motion passed without the approval of the member who made the statement, is it legal?

It is hard to say without knowing the exact circumstances.  But the role of council minutes is primarily to record decisions of the council.  The minutes should not be a record of the debate.  On the other hand, if the council agreed to minute a statement, then that agreement should be recorded in the minutes.  Sorry that isn't a clear cut answer.
