My parish council has only been keeping accounts for the last 2 years.  Any accounts from earlier were not even audited.  Who is in charge of accounting and is the chair the person wh should make sure accounts are in order.

Every council must keep accounts and have them audited by the auditor appointed by the Audit Commission.  The council as a whole has responsibility, although this is often delegated to the responsible financial officer - who is usually also the clerk.
