There are established pay scales for clerks - where can a councillor find them?

The world of local councils is strangely reticent about pay scales.  I was eventually able to find a document including the figures effective from 1 April 2009 on the web site of the NASUWT teachers' union web site.  The figures for April 2010 may be the same - please correct me if not.  The figures are at http://www.nasuwt.org.uk/consum/idcplg?IdcService=GET_FILE&dDocName=NASUWT_006550&RevisionSelectionMethod=latest&allowInterrupt=1
