council nepotism

The town clerk is the wife of a local councillor. Is it legeal for them to employ their daughter without advertising the job,also is it possible to find out how much they are paying her ?

It sounds poor practice.  Whether there is any wrongdoing would depend on whether council members have been involved in passing resolutions where they, their family or their associates stood to gain financially.  Nobody can be employed by a council without a decision made in a council (or possibly a committee of the council) meeting.
