Strictly, no.  A council must post agendas in a public place, and electors are entitled to inspect minutes.  But there are no rights to demand that information be sent.

Many councils now have some kind of web presence, and some will also maintain an email list so that they can inform interested electors.  That sort of thing is certainly desirable, and also inexpensive.

So it would certainly be a good idea to encourage your PC to provide that kind of service for you and your fellow electors.
