All the councillors email go through the town clerk instead of direct to the councillor should this be so ?

That is up to the council. Some councillors may prefer not to receive emails directly. Others may wish to. The council should set a policy. There is no general rule, so far as I know.

No, unless the councillors agree to it and it agree that it forms part of the standing orders. Does the council provide E Mail accounts?
