What happens if no one wants to be chairman or vice chairman?

Hi, Our small Parish council could find it's self with no one wanting to be Chairman or vice Chairman. What would happen if our current chair refuses to carry on but still wants to be a councillor.

A council is not properly constituted until it appoints a chairman, and is unable to act. Unless someone is willing to take on the role, the council is effectively defunct.
