Committees are appointed by the council.  A council can appoint members of the public to most committees, which can often contribute to their effectiveness.  If the committee is allocated a budget by the council, then all members of that committee can make spending decisions.  It is up to the council to judge whether it is appropriate to allow a committee a budget.

An important exception is that a Finance Committee must be composed of councillors, and may not include any member of the public.
