I would think it very unlikely that such a gift would fall within section 137 of the Local Government Act 1972.  Expenditure on political publicity is certainly excluded.  And I cannot think of any other statute that would permit any political expenditure.

Thank you for your advice. The leader of my local council has given £1000(out of council funds). I will advise him that he is acting unlawful by doing so.
