Can newly elected councillors stand for chair

We are just about to go through a contested election and there is some concern as to the intentions of some of the candidates who have stood 'out of the blue'.  It is thought that they are bidding to take over the council - no one, let alone the councillors who have been there for four years plus.  So, our question is whether a newly elected councillor can stand for chair immediately after election?

'take over' suggests the orginal poster think they are less eligible or capable or being councillors or the chair.

I understand what you are saying but it has to be agreed that existing councillors will have a better idea of procedures, rules and regulations that the parish council have to follow and therefore, for the first year after an  election, it makes sense to elect a councillor with previous experience.  In the second year, it can be open season!
