The local pub has offered to put a Christmas tree on the village green. Can this be covered by the pub's public liability insurance or will the Parish Meeting require insurance in case of an accident (particularly if lights are put on the tree) as the Green is public land?

I would suggest asking the insurer (or the broker) about cover. Whoever is to insure it must have an insurable interest, and that could be complicated by the village green being public land. It may be that the person who owns the Christmas Tree must insure it, but please get advice.
