Yes, but the councillor involved would obviously have a personal financial interest in the matter and would be required to take no part in any of the dicussion or votes related to the matter, leaving the room for the duration. The councillor involved must also not exert pressure on fellow councillors. Where possible, a council may prefer to avoid such a situation, as it is difficult to see any way to offer a thoroughly convincing explanation to the electorate that would give solid assurance that there was nothing dubious going on.
