Councillors who speak about an organisation of which they are a member are likely, on the face of it, to have a personal interest.  Councillors should have made entries in the register of interest about all bodies in which they are involved.

The exact rules are now harder to understand since the system was recently changed.  And it does depend on the precise facts of the situation.
