Are members of the public allowed to ask the Parish clerk for a copy of all emails, letters, memos, faxes etc that have relating to a subject that has been discussed at Parish Council Meetings.    We do have copies of minutes, but feel there could possibly be some correspondence between members of the Council and third parties that we have not been advised of.

You are entitled to make a Freedom of Information Act enquiry to ask what documents the council possesses in relation to a particular matter.  Then you can ask for the documents.  It's always possible that commercial confidentiality could be cited as a reason for refusal, but you should be able to make at least some progress.
