I have just attended a meeting where a person was nominated, prior to the Council meeting, as Chair of a committee. the nominated person did not attend the meeting but was voted as chair in their absence. Is this a valid election?

So far as I know, it is. There is little point having a chair who isn't willing to attend meetings reasonably regularly and to act as chair, but I don't know of anything that would prevent an appointment as you describe.
