If there are no members of the public present at a meeting ,can a member of the council talk about the content of the meeting using the minutes as the basis for information?

All council meetings, including committees and subcommittees, must be minuted and the minutes must be approved. All decisions must be minuted. All citizens have a right to inspect any minutes, so the most practical course is to publish all minutes. No minutes can be confidential.

Where confidential matters are concerned, the minutes will need to be carefully worded to avoid breaching confidentiality. But the recording of decisions cannot be avoided.
