I have been informed that the Clerk cannot claim his salary for 12 months - is this true, even though he has not joined our PC, but a neighbouring one within the same district?

The restriction is that a council member cannot receive payment as an officer of the same council, either while a council member or for twelve months afterwards. This is for obvious reasons. However, there is no restriction on a councillor being a clerk for another council, and it is not particularly uncommon for this to happen.
