The Clerk has been told that he is to send the draft minutes to the Chair for 'approval'. It has become apparent that the Chair has attempted to amend these, before they have been sent to the other Councillors. Does the Chair have the right to make the Clerk change them?

It’s not a bad idea for the clerk to show draft minutes to one or a few councillors. They can make comments to the clerk, but the clerk should decide on the final draft minutes. Any remaining concerns must be raised at the next meeting and settled by the whole council prior to the minutes being signed.

It is also worth noting that the Minutes of a meeting (once signed) is/are a legal document.
