Where Standing Orders state: "A motion permanently to add, vary or revoke a Standing Order shall, when proposed and seconded, stand adjourned without discussion to the next ordinary meeting of the Council and shall not be carried at that meeting unless two-thirds of the councillors present and entitled so vote."
If there was a vote on the proposed motion to make changes to Standing Orders, but there was no vote on whether it should be carried at that meeting, what is the outcome and when does it take effect? Is the vote improper as there was no vote on it being carried at that meeting?

It seems to me that the attempt to require a two thirds majority is unlawful and contrary to the relevant statute which is LGA 1972 Schedule 12 section 39.

My understanding of the usual process is that a proposal to change standing orders is raised and discussed at one meeting. If agreed by majority vote, it is put forward to the next meeting, when there is no discussion but a simple vote. This avoids too hasty changes. The change becomes effective if the second vote is passed.

I agree with Counterpoint, I don't know of any situation where a 2/3rds attendance or majority vote is required.  Normally it is by a simple majority as long as the meeting is quorate.
