Yes, they can. The location qualifications apply at the time of election or appointment. Once someone is a councillor, barring quite serious events such as imprisonment, they remain a councillor until they resign or the next election comes round.

Unless they don't turn up to any meetings  for 6 months or other sub-committee meetings. According to the Local Government Act 1972.
