We are a Community Council in Wales. At the latest election we have 8 of the 19 vacancies for Councillors filled by election. We intend to co-opt but can the number of co-opted members exceed the  number of elected members

Yes, that is permissible. But you will need to get most of the elected councillors to turn out for the meeting, as the quorum for a meeting is one third of the total membership, rounded up, which in this case is 7. Once you've got some co-opted members, it will be easier to get a quorum.
