Although a councillor/ chairman cannot receive a wage, can a one off allowance be paid to cover a month of duties?

No. An allowance is no different from a wage. A councillor cannot receive payment for acting as an officer of the council in any circumstances, or for 12 months after ceasing to be a councillor. Extreme caution should be exercised in making any payment to a councillor, as improper payments could well be deemed criminal.
