Can a parish council hold a vote of no confidence in a fellow councillor

It can, although no particular consequences follow. If the council is in a position to carry such a motion, then it follows that the councillor who has lost the confidence of others can always be outvoted. So the question remains whether it is a worthwhile exercise. It may be, or there may be better alternatives, such as tackling specific issues or reminding all councillors of their duties etc.
