Many people base their standing orders on the NALC model.  It is a lot of work to modify them substantially, so many councils have standing orders little different from the model.

But the model is 20 or more pages long, and it is questionable whether the average council really makes use of standing orders of such length and complexity.

Has anyone developed simple standing orders that can be understood easily and quickly without spending undue time?

As a Councillor I would urge you to spend that undue time adapting them to your present and future needs. The Standing Orders are the Council's guidelines and without them you can get into serious trouble especially if you have a nighmare of a Parish Clerk. And yes I speak from experience.

Tip: Avoid giving any sole power to the PClerk.
