Is there a time limit by which complaints about councillor must be decided? Either from the date of the initial complaint or the date the decision to investigate was taken?

I don't know of a statutory time limit. The principal authority that is responsible for this (typically the district council whose senior legal office is also the Monitoring Officer) is likely to have standards for dealing with most matters. But there is little that can be done if the standards are not met, so far as I know.
