Parish Meetings and the Transparency Code

Question

Are Parish Meetings subject to the Transparency Code for Smaller Authorities? The Code itself says that it applies to parish councils (with a turnover not exceeding £25K pa), but I don't know whether parish councils and parish meetings are separate entities as far as the law is concerned.

I don't really know, but I would doubt whether parish meetings are covered. Their right to precept is restricted, and they cannot have staff, making it hard to see how they could be expected to comply with the code. But I may be wrong.
