I would doubt it as a Councillor cannot be an employee of the Council that he was elected to, until a year has passed from resigning or being unelected. I don't feel it would be a very transparent action to take .

Agreed, although strictly speaking a councillor can be a council employee, but cannot be paid while a councillor or for twelve months afterwards.
